Substantial Amendment to Annual Actual Plan FY20 & Citizen Participation Plan

In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative to citizen participation for Community Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the City of Lawrence is making an amendment to its FY20 (HUD Program Year 2019) Annual Action Plan, available to the public through this notice.

This is an amendment to the FY20 Annual Action Plan Action Plan for the City of Lawrence to enable the City to receive and administer $1,011,011 in Community Development Block Grant (CDBG) and $ 1,664,754 in Emergency Solutions Grant (ESG) funding from the U.S. Department of Housing and Urban Development (HUD) made available through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These funds are being added as an additional available resource available in the FY20 Action Plan.

Additional CDBG and ESG funding made available to the City of Lawrence by HUD through the CARES Act is unknown at this time but will be used for the same purpose of the initial allocations indicated above which is to prevent the spread of coronavirus 19 (COVID-19) and facilitate assistance to eligible communities, households, and persons economically impacted by COVID-19.

Public Comment Period and Process:  

This Annual Action Plan amendments are available for a short (minimum of 5-days) public review and comment period from June 16, 2020 to June 20, 2020.  Citizens wishing to submit written comments during the public review and comment period may send them via email to Vilma Martinez-Dominguez, Community Development Director, at Vilma Martínez-Dominguez.
